This distinction decides how often you pay, and almost nobody explains it.
A true septic tank separates solids, lets bacteria break them down, and discharges the liquid into surrounding soil. Only the sludge needs removing, so intervals stretch to years.
A holding tank has no outlet. Everything that goes in stays in. It fills at exactly the rate your property produces wastewater, so the interval is arithmetic: tank capacity divided by daily flow.
Most Dubai properties have the second kind. That is why Western advice about pumping every three to five years does not apply here, and why a villa owner who follows it ends up with sewage surfacing in the garden.
Work out which you have before accepting anyone’s schedule. If your tank fills in weeks rather than years, it is a holding tank, and a company quoting you an annual visit either hasn’t looked or isn’t being straight with you.
Where Your Waste Actually Goes
Under Local Order No. 8 of 2002, wastewater pumped from septic tanks and cesspools may only be discharged at points designated by Dubai Municipality. In practice, that means the Warsan plant, also called Al Aweer, or the Jebel Ali sewage treatment plant.
Everywhere else is illegal. Not discouraged, illegal.

How to Check a Tanker Company Is Legal
The cheapest quote in this trade is usually cheap because the load is going into a storm drain or an empty plot. Four checks take five minutes:

- Dubai Municipality tanker registration. DM registers sewage tankers to unload at its treatment plants. A legitimate operator can evidence this.

Site Survey & Access Assessment
Ten minutes. We locate the access cover, measure the distance to tanker parking, and check hose reach. Access, not tank size, is what most often changes a quote.
Gas Testing at the Opening
Five minutes. The cover comes off, and the atmosphere is tested before anyone works at the opening. Septic gas does not stay politely inside the tank.
Vacuum Pumping

Why Our Technicians Don't Enter Your Tank
A septic tank is a confined space, and entering one kills people in this region every year.
Hydrogen sulphide builds in sludge and escapes in a rush when the cover lifts. Methane displaces oxygen. The air inside can be unbreathable without any smell to warn you, because H₂S deadens your sense of smell at exactly the concentrations that are dangerous.
Two workers died in a restaurant septic tank in Abu Dhabi’s Tarif area in 2012, the second while trying to rescue the first. Four members of one family died in succession inside their own tank in Fujairah. That pattern repeats everywhere: the rescuer dies too.
Dubai Municipality’s confined space guidelines require entry to be avoided where any reasonable alternative exists, and to be controlled by a permit-to-work system where it cannot be. Routine emptying does not require entry. We pump, break down and wash from the surface.
If your tank genuinely needs internal entry for inspection or repair, that is specialist confined-space work with gas monitoring, a standby person and rescue equipment. Never send a worker, a driver or yourself into a tank.

What Overflow Costs You
Local Order No. 8 of 2002 makes the property owner responsible for operating and maintaining the private drainage system, and for dealing with blockages, overflows and leaks. Dubai Municipality can carry out remedial work itself and recover the full cost from you.
Separately, wastewater leaking from a building or septic tank carries an AED 10,000 fine.
So the arithmetic is simple. A scheduled visit costs a few hundred dirhams. An overflow costs the fine, the clean-up, possible landscaping or flooring damage, and whatever your neighbours have to say about it.

Work out your own interval rather than guessing. Divide tank capacity by daily wastewater volume, which is roughly your water consumption. A 5,000-gallon tank taking 800 gallons a day fills in about six days. Track two cycles, and you will know your real schedule.
Note for clarity: the well-known Dubai Municipality six-month cleaning rule applies to drinking water tanks, not septic tanks. The two are unrelated.
Drain Jetting, Sump Pits & Blocked Lines
Emptying the tank does not fix a blocked line. If the tank was fine and the drains still run slowly, the problem is in the pipework.
